Description
The County of San Diego is soliciting proposals for Crisis Residential Treatment Program services for adults age 18 and older with serious mental illness, including individuals with co-occurring substance-use conditions. The programs must provide a voluntary, recovery-oriented alternative to psychiatric hospitalization or a step-down from acute inpatient care in a safe, therapeutic, home-like residential setting. Services must operate 24 hours per day, seven days per week, countywide, and include crisis intervention, behavioral health assessment, psychiatric evaluation, treatment and rehabilitation planning, discharge planning, community referrals, enhanced psychiatry, nursing, medication support, peer support, and culturally and linguistically responsive care. Providers must maintain required staffing, licensing, certification, Medi-Cal enrollment, reporting, quality assurance, and compliance capabilities. The anticipated contract structure is a one-year initial term with four one-year options. Proposals may address one or more of seven geographic lots, with one contract intended per lot. Each proposal must include the required County forms, a technical and program approach, facility and licensing information, cultural and linguistic diversity plan, implementation plan, experience and references, staffing chart and job descriptions, training plan, financial solvency documentation, cost/payment schedule, acceptance of contract and insurance terms, compliance disclosures, and any confidential/proprietary information. The proposal response is limited to 30 pages excluding specified supporting materials, and electronic submissions must generally be in PDF format with handwritten signatures scanned from originals.
