Description
The San Bernardino County Transportation Authority is soliciting proposals for Freeway Service Patrol services on Beat 14 of Interstate 215, from the Riverside County line to Devore Road. The contractor must provide two primary certified wheel-lift tow trucks and one certified backup tow truck, continuously patrol the assigned beat during designated peak-period hours, respond to California Highway Patrol dispatches, and assist motorists with disabled vehicles and minor accidents at no cost to motorists. Services include tire changes, jump-starts, limited fuel and coolant assistance, minor roadside assistance, debris removal when safe, and towing disabled vehicles to designated drop points when they cannot be mobilized within 10 minutes. The contractor must acquire and equip the required trucks, maintain a secure tow facility and local office, recruit and train drivers, comply with CHP procedures, provide required uniforms and contractor-supplied equipment, and support inspections, communications, reporting, and ongoing training. The proposal requires a 35-page maximum technical submission, SBCTA-provided forms, time-and-materials pricing for a five-year term, three client reference forms submitted directly by references, and a detailed work plan addressing mobilization, tow-truck acquisition, staffing, driver recruitment and retention, operations, and quality control.
