Description
The State of New Jersey, on behalf of the New Jersey State Parole Board, is soliciting providers to furnish residential or transitional housing facilities and administer re-entry programming for supervised offenders. Available programs include STEPS, RESTORE, the RESTORE Symptomatic Support Unit, PROMISE, and PATH, covering community re-entry, substance-use support, mental-health support, transitional housing, employment assistance, education, case management, counseling, discharge planning, transportation, meals, medical and psychiatric services, medication management, facility operations, and 24/7 supervision as applicable. Bidders may propose any combination of programs, regions, beds, and price lines. The scope requires qualified personnel, secure or non-secure facilities, separate housing arrangements, background checks, staff training, operational policies, emergency, disturbance, hostage, and quality-assurance plans, offender records and reporting, and related facility maintenance and security. The contract has a four-year base term, with up to two one-year extensions by mutual written consent. Quotes must be submitted through the NJSTART portal; email, fax, and hand delivery are not accepted.
