Description
Eastern Municipal Water District is soliciting proposals for the cleaning of five anaerobic digesters and one upper sludge holding tank across four regional wastewater reclamation facilities. The selected contractor must provide mobilization, labor, confined-space safety equipment and rescue personnel, specialized cleaning and dewatering equipment, polymer and other materials, hauling, and legal offsite disposal of removed solids, rags, grit, and mineral deposits. Work includes washing digester interiors, dewatering solids to a target of more than 50% total solids, documenting weights and disposal manifests, and restoring staging and work areas. The proposal must address site-specific pricing and estimated removal volumes, measurement and payment methodology, labor rates, estimation calculations, qualifications and experience, at least six similar-project references, subcontractors, work plan and methodology, safety and regulatory compliance, insurance acceptance, CARB mobile-source compliance, and Iran Contracting Act certification when applicable. Payment and performance bonds are required at 100% of the contract price. A General Engineering A or C61/D64 Sewage Treatment Plant Service license is required, and prevailing wages apply.
