Description
The Judiciary of the State of Hawaii is soliciting providers to deliver juvenile substance abuse treatment services for youth ages 12 to 17, and youth up to age 18 under Family Court jurisdiction, on Kauai. The requested continuum may include substance abuse assessments, substance abuse education, outpatient and intensive outpatient treatment, and adolescent residential treatment. Services must address court-referred alcohol and drug-related problems and incorporate evidence-based, offender-oriented, culturally and gender-appropriate, and trauma-informed practices. Applicants must demonstrate relevant experience, qualified clinical supervision, licensing or certification compliance, facilities and staffing capacity, quality assurance, reporting, drug-testing capability, transition planning, community coordination, and experience serving youth with Fetal Alcohol Spectrum Disorders or similar needs. Proposals must include program narratives, service-delivery and staffing information, pricing and required budget materials, organizational charts, performance measures, a recent financial audit or qualifying financial statement review, and other required certifications and compliance materials. The initial contract term is two years, with a possible additional two-year extension subject to funding and satisfactory performance.
