Description
Solano County is soliciting recovery residence housing services for adults referred by the Solano County Superior Court Adult Drug Court, County Behavioral Health, or a designated representative. The contractor must provide safe, stable, substance-free housing in one or more residential facilities, operate and monitor the residences, maintain qualified house management and staffing, conduct random drug screenings at least twice monthly, facilitate weekly house meetings, and support treatment engagement, independent-living skills, transportation coordination, and transition planning. The services are non-clinical; clinical assessment and treatment remain the responsibility of the County, court, and designated treatment providers. The contractor must comply with Solano County recovery-residence and sober-living guidelines, applicable facility and housing requirements, participant-rights and confidentiality requirements, and monitoring and reporting obligations. The scope anticipates up to 4,590 occupied bed-days and at least nine unique participants. The contractor must obtain and maintain certification consistent with National Alliance for Recovery Residences standards through the California Consortium of Addiction Programs and Professionals no later than December 31, 2027. The County estimates a contract value not to exceed $250,000, with an initial 15-month term beginning on or about January 1, 2027, and possible renewals or extensions for a total term of no more than five years.
