Description
The County of San Diego is soliciting proposals for Crisis Residential Treatment Programs serving adults age 18 and older with serious mental illness, including individuals with co-occurring substance-use conditions, who are experiencing behavioral health crises. Services must provide a voluntary alternative to acute psychiatric hospitalization or a step-down from inpatient care in a safe, therapeutic, home-like setting, operating 24 hours per day, seven days per week. Contractors must provide intensive treatment, rehabilitation, crisis intervention, psychiatric and nursing support, discharge planning, community referrals, and culturally responsive services. Facilities must be licensed by the California Department of Social Services as Social Rehabilitation Programs, with the mental-health component certified by the California Department of Health Care Services and Medi-Cal certified. The contract is structured as a one-year initial term with four one-year option periods. Proposers may submit for one or more of seven lots and must submit a separate proposal for each lot. Each proposal must address program approach, facility and service location, licensing, cultural and linguistic diversity, implementation, experience, references, staffing, training, subcontractors, financial capability, pricing, acceptance of contract terms, insurance, compliance, and any confidential or proprietary information. The proposal narrative is limited to 30 pages, excluding specified disclosures, financial materials, and similar supporting materials.
