Description
The Town of Mead is soliciting professional consulting services to develop a Housing Action Plan and integrate Strategic Growth and Water Supply Elements into its Comprehensive Plan in accordance with Colorado statutory requirements and Colorado Department of Local Affairs methodologies. The work includes background review, coordination with water providers and utility partners, regulatory and policy analysis, housing-capacity analysis, GIS-based evaluation of development scenarios, public and stakeholder engagement, and support for Planning Commission and Board of Trustees meetings. Required deliverables include draft and final Water Supply and Strategic Growth Elements, a draft and final Housing Action Plan, modeling data and methodology, print- and web-ready graphics, alternative growth or buildout scenarios, and GIS metadata. The anticipated initial project budget is up to $140,000. The Strategic Growth and Water Supply Elements must obtain compliance-in-progress status by December 31, 2026, while the Housing Action Plan is to be submitted by December 31, 2027. Proposals are limited to 20 total pages, must be submitted as one PDF, and must include an introductory letter, project team and structure, proposal narrative, project schedule, fee schedule, and relevant project experience with at least three referenced examples.
