Description
Flagler County is requesting proposals from qualified planning, zoning, land use, urban design, engineering, and/or legal consulting firms to comprehensively review and rewrite the County's Land Development Code. The project is intended to implement the adopted Comprehensive Plan; modernize zoning, subdivision, development, environmental, infrastructure, and procedural regulations; remove obsolete, conflicting, redundant, or ambiguous provisions; improve usability and predictability; and address growth, conservation, housing, transportation, infrastructure, resilience, coastal resources, and community character. The selected consultant will collaborate with County staff, advisory boards, elected officials, property owners, residents, the development community, and other stakeholders. Deliverables include diagnostic and implementation reports, code organization recommendations, crosswalks, engagement materials, process matrices and flowcharts, draft and final code versions, and editable and publication-ready electronic files. Proposals must include an executive summary, approach and methodology, qualifications and comparable projects, a recently adopted zoning-code sample, timeline and cost-control information, licenses and insurance, financial stability and litigation information, and a not-to-exceed fee schedule with hourly rates. The response must also include the required portal questionnaires and forms, including a proposal form, W-9, proof of insurance, applicable hold-harmless documentation, prohibition-against-contingent-fees disclosure, and human-trafficking attestation.
