Description
The City of Fort Myers is seeking a qualified multidisciplinary consulting firm or team to comprehensively rewrite its Land Development Code. The work must implement the City's updated Comprehensive Plan, comply with applicable law, improve administrative clarity and predictability, and make redevelopment of existing developed sites more feasible. Required analysis includes zoning and development standards, nonconformities, parking, landscaping, buffers, setbacks, access, stormwater, open space, circulation, infrastructure, resilience, and related redevelopment barriers. The selected consultant will provide project management; existing-conditions and code assessment; redevelopment and nonconformity analysis; community and stakeholder engagement; code framework and policy alternatives; a complete integrated code rewrite; parcel and scenario testing; comment resolution; adoption-ready documents; implementation resources; staff training; and post-adoption support. Deliverables must include accessible, editable native files and searchable PDFs. Proposals must address the required methodology, schedule, staffing, engagement activities, quality control, implementation support, and pricing, with a single signed PDF proposal and a separately submitted cost proposal through the electronic portal.
