Description
The City of South Bend is requesting proposals from public agencies and private nonprofit organizations for projects funded through the PY2027 Community Development Block Grant program. Eligible activities include acquisition or rehabilitation of housing, production of rental or homeownership units, homeownership assistance, owner-occupied rehabilitation, limited public services, public facility improvements, infrastructure, demolition to remove blight, and certain community development activities. Projects must meet applicable CDBG national objectives, be performed or located within South Bend, and comply with HUD, federal, and local requirements. Applicants must submit a completed proposal package addressing project eligibility, outcomes, organizational capacity, staffing, budgets, funding sources, audit status, and applicable housing, construction, accessibility, lead-based paint, radon, displacement, and environmental requirements. Required supporting materials include organizational and financial documentation, project ownership or funding evidence when applicable, non-debarment information, organizational records, and other checklist items. CDBG funding is provided on a reimbursement basis, and funded agencies must execute an operating agreement and comply with applicable federal regulations.
