Description
Boulder County Housing Department seeks a registered Program Approved Service Agency (PASA) Operator to provide supportive amenities and community-based resources for a 32-unit neuro-inclusive housing development in Willoughby Corner Phase 2A. The selected operator will support residents with community navigation, access to disability-related resources, community partnerships, resident-led programming, and connections to activities and services. Residents will retain the freedom to choose their long-term support provider, while the operator will provide enhanced support for all residents, including those with intellectual and developmental disabilities. The proposal must include an organizational mission, program model, tenant engagement strategy, coordination approach with tenant-selected PASAs and Boulder County staff, a pre-opening and initial-operations timeline, staffing plan and key-staff resumes, sample monthly activities and services, financial plan, equipment list, and three recent recommendation letters with contact information. The agreement term may not exceed five years. The operator is responsible for its business expenses and required insurance; Boulder County Housing Authority will provide the space at nominal annual rent and cover common-area maintenance and utilities. The operator must be a registered PASA.
