Description
The City of Boulder is seeking qualification statements from firms interested in leasing city-owned parcels for a dispatchable distributed generation project. The selected firm would evaluate parcel and feeder eligibility, submit an interconnection data request if warranted, and develop a qualifying energy-storage project. The anticipated scope includes designing, permitting, financing, constructing, owning, operating, and maintaining a utility-scale or distribution-connected solar-plus-storage or standalone battery-storage project; obtaining interconnection approvals, permits, and licenses; preparing a proposal to Xcel Energy; negotiating a ground lease; and coordinating with city staff on land use, zoning, permitting, and public processes. Respondents must demonstrate comparable project experience, financial capacity to proceed without city funding, relevant Colorado utility-interconnection experience, and the ability to provide proposed lease terms, technical and financial information, references, a sample lease agreement, and a project-development timeline.
