Description
The Town of Coeymans is requesting competitive proposals from qualified planning consultants or firms to conduct a comprehensive review and update of the Town's Zoning Code in accordance with New York State law. The work includes developing a final workplan; reviewing the existing Zoning Code, Zoning Map, Town Code, Comprehensive Plan, studies, regional and state plans, and applicable laws; and preparing an analysis of existing conditions, a draft Zoning Code, a technical report, and a final proposed Zoning Code. The consultant will lead community outreach, including at least three public information meetings or workshops, a community survey, focus groups, stakeholder interviews, a public engagement plan, a project website, and a public hearing. The scope also includes presenting and revising the draft regulations at least three times, tracking public feedback, attending relevant board meetings, and coordinating with the Town Attorney to ensure compliance with the State Environmental Quality Review Act. Proposals must include the firm's approach, schedule, budget and fee proposal, qualifications, assigned personnel resumes, three similar references from the past five years, disciplinary-action information, any recent peer reviews, required Town resources, a non-collusion statement, and an Iran Divestment Act Certification.
