Description
The City of Boulder is seeking proposals from qualified development teams to enter a public-private partnership involving City-owned properties in the east and west bookends of the Boulder Civic Area. The selected partner or team may purchase or lease the properties and will be responsible for developing, programming, and managing new mixed-use buildings and public spaces. The project is intended to support a vibrant food hub and cultural and art destination integrated with adjacent recreation opportunities. Proposers should demonstrate relevant qualifications, financial capacity, and a creative approach; selection will not be based on price alone. The City anticipates negotiating a Predevelopment Agreement with the selected lead partner, and it reserves the right to pursue a partnership, lease, sale, other disposition, or no award. Proposals must be submitted electronically through Bidnet by October 30, 2026, at 4:00 p.m.
