Description
The City of Minneapolis is seeking an eligible for-profit or nonprofit organization with commercial real estate development experience to acquire and redevelop the approximately 13,980-square-foot Peoples' Way property at 3744 Chicago Avenue. The selected developer will receive exclusive development rights to formulate a project in collaboration with the City and community, ultimately becoming the property's owner. Applicants must demonstrate the capacity to develop a site plan, business plan, operating and capital pro formas, and financing plan, and to secure funding for redevelopment. Proposals must address the development team's qualifications and relevant commercial real estate experience, community engagement approach, financial qualifications, proposed project concept and stewardship intentions, memorial preservation, community services, planned uses and structures, and a proposed project schedule. Potential uses include a memorial, racial justice and healing center, museum, art gallery, community center, or social-services center. The proposal must also provide for publicly accessible elements such as covered outdoor gathering space, memorials, gardens, indoor public restrooms, and indoor or outdoor community gathering space. A completed Consent for Release of Response Data form and a signed acknowledgment of the RFQ/RFP and addenda are required. Environmental reports identify former gasoline-station use, temporarily closed underground storage tanks, and potential soil contamination that may affect future redevelopment planning.
