Description
Tulare County Health & Human Services Agency, Behavioral Health Branch, seeks one qualified organization to operate and coordinate four designated supportive housing properties. The scope includes supportive housing operations, master lease or tenancy administration, property management coordination, occupancy and vacancy management, unit turnover, maintenance and vendor coordination, safety and habitability monitoring, housing stabilization, resident engagement, behavioral health and supportive-services coordination, crisis coordination, reporting, inspections, and quality assurance. The selected contractor must support permanent and transitional supportive housing for adults and transitional-age youth living with serious behavioral health conditions, including people experiencing or at risk of homelessness. Operations must follow Behavioral Health Services Act requirements, Housing First principles, California landlord-tenant and fair-housing requirements, resident-rights protections, and applicable confidentiality and safety standards. The anticipated initial term is three years, beginning on or about November 1, 2026, and continuing through June 30, 2029. Proposals must include a detailed 30-page maximum proposal, required certifications and attachments, and references demonstrating relevant experience.
