Description
The County of Fresno Department of Social Services is seeking one provider to develop and administer comprehensive training and support services for resource families, including licensed foster and adoptive parents, relatives or kin, and Non-Related Extended Family Members. The provider must serve at least 465 resource families annually and offer training in classroom, online, prerecorded, and hybrid formats throughout the Fresno Metro area and rural areas. Required services include core, specialized, and supplemental training; in-person CPR and First Aid; culturally and linguistically responsive delivery; monthly support groups and engagement activities; family follow-up; collaboration with the Department of Social Services; and support for relative caregivers. The provider must deliver mandated and ongoing training, maintain qualified program management and trainers, administer surveys and outcome measures, provide monthly or quarterly reporting and annual cumulative reports, and support data analysis related to caregiver competency, retention, training completion, child stability, permanency, and well-being. Proposals must include program, staffing, implementation, outcomes, cost, and organizational information, along with a five-year budget covering a three-year base term and two optional one-year extensions. The estimated funding is $468,000 annually, with total available funding not to exceed $2,340,000. Services are anticipated to begin July 1, 2027.
