Description
Westlands Water District is soliciting proposals from a qualified design consultant/general contractor team for the progressive design-build of Phase 1 of the Los Gatos Recharge Basin. The work includes project management, topographic surveying, preliminary and final plans and specifications, permitting support, design support during construction, record drawings, construction management, procurement, utility locating, clearing and grubbing, excavation, grading, site earthwork, spillway installation using concrete crest, siphon, or culvert systems, structural work as needed, piping as needed, access roads, landscaping, fencing, signage, and water-level measurement instrumentation. Phase 1 must complete the major earthwork and multiple recharge basins, use excavated material onsite for required fill, and reserve space for future Phase 2 pumping, electrical, mechanical, and diversion improvements. Proposals must address qualifications and comparable experience, project team and references, technical approach, schedule, fee proposal, resumes, licenses and certifications, and addenda acknowledgment. The solicitation requires a single electronic PDF proposal submitted through the designated online portal, with a mandatory pre-proposal meeting and site walk, a signed proposal valid for 90 days, and evidence of required insurance and bonding capacity. The selected respondent will negotiate scope and fees before award; performance and payment bonds covering 100% of construction services will be required before construction.
