Description
The Massachusetts Executive Office of Housing and Livable Communities, in collaboration with the Executive Office of Public Safety and Security, is soliciting applications from qualified nonprofit organizations to sponsor temporary, low-threshold re-entry housing for adults exiting Massachusetts correctional facilities. Sponsors must act as leasing agents and primary service providers, provide housing with full tenancy rights, and support participants in transitioning to permanent housing within 12 months. Eligible activities include leasing and rental assistance, security deposits, utilities, property management, housing search, case management, behavioral-health and substance-use supports, employment readiness, financial literacy, transportation, legal-service connections, and other supportive services. Participants must be adults meeting the specified homelessness and corrections-related eligibility criteria, and projects must participate in the applicable Continuum of Care HMIS system. Responses must include an application, Attachment 1 budget completed and submitted as an Excel spreadsheet, documentation of nonprofit eligibility, current financial internal-control policies, a completed Attachment 2 submission checklist, a Massachusetts Substitute W-9, and a Contractor Authorized Signatory Listing. The application is limited to five pages in the response specifications, although Appendix C describes six application pages; respondents should resolve this apparent inconsistency through the procurement process. The initial contract is one year, with up to seven one-year renewals, subject to funding and performance. The procurement's estimated value is approximately $2.1 million for the first one-year period and approximately $16 million over the maximum eight-year duration.
