Description
The California Department of Transportation is soliciting bids for on-call hazardous, biological, and environmentally regulated waste management services in Madera, Fresno, Tulare, Kings, and Kern Counties. The scope includes providing and maintaining 20- and 40-cubic-yard bins; bin delivery, rental, exchange, pickup, and removal; waste collection, loading, transportation, recycling, and final disposal; manifests, profiles, sampling coordination, certified weight documentation, and disposal receipts. Waste streams may include treated wood waste, tires, contaminated soil and absorbents, petroleum-related materials, corrosives, polychlorinated biphenyls, universal waste, and biological waste. The contractor must maintain extensive hazardous-material transportation licenses, registrations, permits, certifications, trained personnel, and appropriate vehicles and equipment. Subcontracting is not permitted. The estimated agreement term is October 1, 2026, through September 30, 2029, subject to approval and notice to proceed. Bids must include the completed bid proposal and certification forms, required regulatory credentials, and other documents listed in Attachment 2.
