Description
The City of Glenn Heights is soliciting proposals for comprehensive solid waste and recycling services. The scope includes residential trash and recycling collection; yard, brush, and bulky waste collection; commercial trash and recycling using carts, front-load containers, compactors, and roll-off containers; cart sourcing, storage, maintenance, repair, replacement, and delivery; collection at City facilities and events; and processing and disposal of collected materials. The contractor must provide collection vehicles and equipment, licensed disposal and recycling facilities, customer service, billing support, public education, route and transition planning, contingency and reporting plans, and real-time vehicle tracking, cameras, routing, work-order management, and data integration. The agreement also includes household hazardous waste collection and processing, recycling revenue sharing, storm and disaster debris provisions, and an annual cash contribution of at least $27,000 for City event sponsorship. The draft agreement requires insurance, a letter of credit or performance bond based on six months of projected fees, and extensive operational, reporting, environmental, and service-performance obligations. The service commencement date is June 1, 2027; the initial term is contemplated as five or seven years, with optional renewals allowing a maximum combined term of twelve years.
