Description
Middlesex County is soliciting a contractor to conduct five household hazardous waste collection events. The scope includes event setup and cleanup; providing containers, labels, absorbents, safety equipment, scales, portable toilets where required, traffic control, and trained personnel; receiving, unloading, identifying, segregating, sorting, packaging, loading, transporting, and disposing of household hazardous waste; and processing up to 200 vehicles and 14,000 pounds per hour. The contractor must comply with applicable federal, state, local, OSHA, hazardous-waste, transportation, and environmental requirements. The contractor will assume ownership of accepted waste and must manage hazardous materials using manifests, provide disposal certifications, recycle cardboard and fluorescent and mercury-containing bulbs, remove collected materials within 48 hours, and submit disposal-facility information, applicable licenses, an enforcement-history document, and a work plan containing spill-prevention and contingency and health-and-safety plans. The bid is based on unit pricing for gas cylinders and household hazardous waste, with a total estimated quantity of 350,000 pounds for the primary waste line item. The contract is expected to run from approximately January 1, 2027, through December 31, 2027, with up to two one-year extensions.
