Description
Brunswick County is soliciting a contractor to collect, identify, segregate, package, bulk, lab-pack, recycle, treat, and transport household hazardous waste from the County's permanent collection facility. The contractor must provide compliant disposal or recycling, including characterization of unknown household-generated chemicals in containers of five gallons or less, site cleanup and remediation when necessary, manifests, shipping containers, spill-control materials, labels, personal protective equipment, monitoring equipment, waste-identification kits, and material-handling equipment. The scope includes waste-management services for paints, solvents, cleaners, automotive fluids, fuels, tanks, batteries, pesticides when the state assistance program is unavailable, and other listed household chemicals. The contractor must comply with applicable DOT, EPA, OSHA, and other federal, state, and local requirements; provide adequate personnel; submit waste listings and completed manifests; prepare a household hazardous waste collection report for the North Carolina Department of Environmental Quality; and provide an eight-hour HAZWOPER annual refresher course to County personnel. Proposals must include detailed service processes, implementation and scheduling information, company qualifications, key personnel, subcontractor information, references, itemized pricing, the completed Form of Proposal, and a Certificate of Insurance.
