Description
The University of Arkansas is seeking a single contractor to provide comprehensive hazardous, regulated, universal, recyclable, electronic, compressed-gas, specialty, and other waste management services. The scope includes waste characterization and classification support; profiling; inventorying; segregation; packaging and lab packing; containers and supplies; manifests and shipping documentation; loading; transportation; recycling, reclamation, treatment, destruction, and disposal; shipment tracking; reporting; invoices; and certificates of receipt or final disposition. Required capabilities include management of unusual or high-hazard materials, DEA controlled substances, and supplemental or backup services for low-level radioactive and medical or research biological waste. The contractor must also support non-routine needs such as laboratory cleanouts, decommissioning, unknown materials, damaged or leaking containers, and specialty waste projects. Respondents must propose both conventional scheduled service and an optional dedicated on-site field chemist model. Proposals must address technical approach, qualifications, environmental compliance history, subcontractors, transporters, receiving facilities, specialty capabilities, documentation systems, implementation, waste minimization, technical scenarios, and pricing through the official price sheet. The University requires a complete proposal for the entire scope, at least three current customer references, proof of insurance, and the required signed forms and certifications. The resulting contract is expected to have a four-year initial term with three optional one-year renewals, for a potential total of seven years.
