Description
The City of Palo Alto is soliciting proposals for ongoing services to identify, package, label, manifest, remove, transport, temporarily store, and dispose of hazardous and universal wastes generated by City operations. Waste streams include paints, oils, contaminated debris, aerosols, fluorescent lamps, batteries, asbestos-containing materials, chemicals, mercury-containing devices, fire extinguishers, tanker liquids, and other specified or non-specified hazardous materials. The contractor must use appropriately licensed and permitted treatment, storage, and disposal facilities and provide required manifests, profiles, certificates, and related records. The scope also includes scheduled and as-needed waste removals, non-routine projects, vacuum tanker and related equipment services, and 24-hour emergency response within the City’s jurisdiction. Emergency response teams and equipment must be on site within two hours of notification. The anticipated contract amount is $85,000 annually, or $255,000 over three years, although actual expenditures are not guaranteed. Proposals must include technical information, firm qualifications and experience, emergency-response capabilities, a waste-management plan, financial-stability evidence, a separate cost proposal, and the required Firm Experience and Cost Proposal attachments.
