Description
The Bureau of Land Management's Gunnison Field Office is soliciting firm-fixed-unit-price services for pumping and cleaning remote vault toilets along the Alpine Loop Backcountry Byway. The contractor must provide personnel, equipment, supplies, transportation, labor, and supervision; remove and dispose of waste at a state-designated wastewater treatment plant; pressure-wash or otherwise clean vaults; clear blockages; replenish each emptied vault with at least 50 gallons of water; reinstall and secure covers and padlocks; and remove trash, debris, and spills. The estimated workload is 10,000 gallons per contract year, with payment based on actual gallons pumped. The contractor must respond within five business days of notification, coordinate access and scheduling with the government, maintain quality-control procedures, and comply with applicable federal, state, and local waste-handling requirements. Each service requires a pumping report, and a final assessment report is required with the final invoice. The solicitation evaluates technical capability, past performance, and price, and requires at least three and no more than ten similar completed or ongoing projects from the past three years, unless the offeror submits a statement explaining that it has no recent or relevant references.
