Description

The Bureau of Land Management is soliciting a contractor to pump, clean, disinfect, and dispose of liquid and solid waste from vault toilets and an associated dump station at designated remote recreation sites. The contractor must provide all labor, supervision, equipment, materials, water, transportation, and disposal services, including a septic tank truck or equivalent with at least 1,000-gallon capacity, vacuum pump, minimum three-inch intake hose, grappling device, backup warning device, and cleaning supplies. A full-time prime-contractor employee must be onsite during each pumping operation. The requirement includes annual service for all contracted locations during the May 15 through October 30 operating season, emergency service by individual vault or location as needed, and completion within 72 hours of Government notification. No water or power hookups may be used. The contractor must hold the required licenses, permits, and wastewater/septage hauling authorizations; subcontracting may be used subject to applicable limitations on subcontracting, but the prime remains responsible for performance and must provide the required onsite employee.
