Description
The Department of Veterans Affairs is soliciting a firm-fixed-price contractor to provide scheduled Monday-through-Friday courier services for sterile and non-sterile reusable medical equipment. The contractor must furnish labor, transportation, equipment, fuel, insurance, uniforms, identification, and related supplies; receive, document, protect, and deliver items in the same condition in which they were received; and maintain temperature/humidity, vehicle-cleaning, and pickup/delivery records. The contractor must also maintain a quality-control program and comply with Service Contract Labor Standards. The requirement includes a base year and four 12-month option years. Personnel accessing VA facilities must obtain VA Personal Identity Verification badges and complete required background investigations. Quotes must include technical capability and quality-control information, pricing for the base and option years, up to three recent and relevant past-performance efforts, and the completed VAAR 852.219-75 limitations-on-subcontracting certification. The opportunity is a 100% service-disabled veteran-owned small-business set-aside, and the contractor must provide evidence of Colorado courier licensing, specified liability and automobile insurance, valid driver licenses, and vehicle registrations before the first delivery.
