Description
The Washington State Parks and Recreation Commission is soliciting proposals from qualified firms to provide portable sanitary facility services at Ahtanum State Forest, along the State Highway 410 recreational corridor of Chinook Pass, and along the recreational corridor of State Highway 12. The contractor must provide, deliver, install, service, maintain, and remove regular and accessible portable restrooms; supply hand sanitizer and toilet paper; perform weekly pumping and cleaning; replenish supplies; remove graffiti and debris; and provide authorized vault-toilet pumping when required. Units must be operational by December 15 each season, with routine service generally continuing through March 31. The anticipated contract covers five winter seasons from December 1, 2026, through April 30, 2031, with task orders, variable quantities, and funding subject to annual authorization. Bidders must submit uniform all-inclusive unit prices, proposed sanitation-unit specifications, required certifications, a bidder profile, an experience narrative, references, a subcontracting statement, and, if applicable, a diverse business inclusion plan. The contractor must perform without subcontractors unless State Parks provides prior written approval and must carry the required insurance coverage.
