Description
Ventura County Behavioral Health is seeking a qualified provider to operate a four-bed Youth Crisis Stabilization Unit at a county-owned facility. The unit must operate 24 hours a day, seven days a week, 365 days a year, and provide face-to-face crisis stabilization for voluntary and involuntary youth ages 6 through 17. Services must generally be completed within 23 hours and 59 minutes and include intake and triage, behavioral health and substance use assessments, psychiatric evaluation, medication management and administration, evidence-based crisis intervention, safety planning, discharge planning, referrals and linkage to ongoing care, and coordination with hospitals, emergency services, law enforcement, schools, child welfare, and juvenile probation as appropriate. The contractor is responsible for all staffing, licenses and credentials, training, clinical and administrative operations, equipment, technology and electronic health record access, medical and office supplies, food and personal-care items, janitorial services, routine maintenance of contractor-provided items, insurance, DHCS certification activities, quality assurance, reporting, and pre-operational readiness costs. Proposals must include an all-inclusive per-bed rate structure, detailed cost assumptions and supporting calculations, a three-year sustainability plan, financial capacity documentation, insurance documentation or evidence of insurability, and the required proposal narratives, references, templates, affidavit, and compliance documentation. The contract has an initial three-year term with two optional one-year extensions and includes performance standards, monthly reporting, quarterly reviews, and annual evaluation.
