Description
Gratiot County is soliciting proposals from organizations or groups to provide opioid remediation services addressing prevention, harm reduction, treatment, recovery, substance use disorders, polysubstance use, and co-occurring mental health and substance use disorders. Eligible activities may include naloxone distribution, medication-assisted treatment, recovery services, syringe service programs, overdose prevention, connections to care, support for pregnant or parenting women and people involved with the criminal justice system, first-responder support, training, research, planning, and coordination. Proposed activities must serve people in Gratiot County, focus on communities most affected by opioid use disorder, supplement rather than replace existing funding, align with the specified opioid-remediation uses, and use evidence-based strategies or promising practices. Indirect costs may not exceed 15%. Selected organizations must meet with the Gratiot County Opioids Settlement Advisory Committee at least once during the service agreement and may be required to provide progress documentation. The minimum funding period is January 1, 2027, through December 31, 2027, although proposals may cover multiple years. The estimated annual funding available to Gratiot County is approximately $121,000, and the number of awards will depend on available funds. Proposals must include a technical proposal addressing organizational qualifications, staff qualifications, prior engagements, similar government work, the proposed remediation approach, anticipated challenges, and sample report formats, along with a separate cost proposal and the required bidder, non-collusion, and signature forms. Insurance evidence is not required at submission but will be required before award; performance and payment bonds may be required for proposals exceeding $50,000.
