Description
The Santa Barbara County Association of Governments is seeking a qualified consultant team to complete the Project Approval and Environmental Document (PA&ED) phase for Phase 2 of the Highway 246 Passing Lanes project. The approximately four-mile project extends from Hapgood Road to Domingos Road in unincorporated Santa Barbara County and is intended to improve highway safety and operations through passing lanes, turning-lane improvements, drainage and related operational enhancements. The scope must comply with the Caltrans Project Development Procedures Manual and related Caltrans standards. Consultants are expected to develop a technical and management approach addressing prior corridor work, Caltrans coordination, project categorization, traffic and safety analysis, alternatives development and evaluation, environmental impacts, cost minimization, public benefits, and formation of a Project Development Team. The procurement uses qualifications-based selection; pricing is submitted separately and is not evaluated until after qualifications ranking. A 10% Disadvantaged Business Enterprise usage goal is stated, but participation is encouraged rather than required.
