Ventura County, through its General Services Agency and Emergency Medical Services Agency, is soliciting proposals for a single provider to deliver exclusive emergency ground ambulance transport and related advanced life support (ALS) medical services within the county's exclusive operating area (EOA). The contract will cover all 9-1-1 emergency responses, ALS interfacility transports, and special event ALS standby. The initial contract period is five years, with a possible five-year extension based on performance. The successful bidder must meet stringent response time standards (e.g., 90% of urban emergency calls within 8 minutes), clinical performance benchmarks, and employee wellness requirements. The provider will contract with the Ventura County Fire Protection District for dispatch services and must coordinate with existing first responder agencies. Proposals are evaluated on criteria including experience, response-time commitment, clinical quality, and cost.
