Description
The County of Ventura seeks one vendor to partner in developing and implementing an in-house specialty pharmacy program for Ventura County Medical Center. The scope includes on-site specialty pharmacy operations and support; limited-distribution-drug access and management; patient onboarding, case coordination, adherence support, benefits investigation, prior authorization support, clinical monitoring and interventions; payer contracting; data analytics and outcomes reporting; financial performance tracking; and obtaining and maintaining applicable accreditation, such as URAC, ACHC, or Joint Commission accreditation. The contractor must provide the staffing, operational model, technology platform, clinical protocols, training, licensing and credentialing, business continuity planning, and implementation support necessary to operate the program. The proposal must address integration with the Cerner electronic health record, patient and provider engagement, network access, data security, reporting, staffing, financial performance, return on investment, and transition of the business and data at contract end. The solicitation requires a plan-and-approach narrative, a compensation/financial model, company and personnel information, financial statements for the two most recent years, at least three similar-project references, responses to the requirements questionnaire, and an executed non-collusion affidavit. The resulting contract is fixed-price for three years with two optional one-year extensions.
