Description
The City of Oxnard is soliciting bids for an on-call, as-needed locksmith services agreement covering City-owned and operated facilities. Required services may include opening doors and safes; cutting, duplicating, and originating keys; rekeying locks; installing, replacing, maintaining, and repairing door locks, padlocks, deadbolts, cylinders, cores, panic bars, closers, and related locking hardware; and providing emergency locksmith services. Optional vehicle locksmith services may include work on passenger, commercial, fleet, emergency-response, and specialty vehicles, but bidders unable to provide those services will not be deemed nonresponsive. The contractor must furnish labor, supervision, tools, equipment, materials, transportation, and incidentals; provide estimates and perform work under approved task orders or purchase orders; and hold the required California C-28 contractor license, BSIS locksmith license, and DIR public-works registration. The agreement has a one-year base term beginning November 17, 2026, with up to two additional one-year option periods. Pricing must be submitted for the base and option years, with parts, materials, and equipment markup capped at 15 percent. Prevailing-wage requirements apply, and required insurance must be provided before contract execution or performance rather than with the bid.
