Description
The City of Ventura is seeking a qualified contractor for third-party administration of Ventura Water's direct-install toilet program. The scope includes creating and hosting customer applications, handling program calls and applications, verifying eligibility, maintaining applicant and installation records, scheduling qualified applicants, coordinating with homeowners, and providing English- and Spanish-speaking support during specified business hours. The contractor must procure, warehouse, distribute, and install approximately 200 Niagara Stealth toilets (tank part number N7714 and bowl part number N7717), or a City-approved equivalent. Work includes removing and disposing of existing toilets rated at 1.6 gallons per flush or more and their wax rings, installing new toilets and wax rings, obtaining required permits, maintaining applicable licenses and safety certifications, and performing post-installation repairs within 90 days when authorized by Ventura Water. The first-year program budget is $120,000. The initial contract term is one year, with four additional one-year renewal options, for a maximum total term of five years. Subcontracting requires the City's prior written consent.
