Description
The Alabama Department of Public Health is soliciting proposals to establish and operate a Therapeutic Community program for individuals with chronic substance use disorder and addiction. The program must use a peer-led, behavioral-change model with residential-type services, wraparound supports, vocational and workforce reentry planning, community and justice-system partnerships, and a minimum two-year participant commitment. The selected organization must provide a secure, clean, well-maintained facility, obtain required licensing, maintain performance metrics, and submit quarterly reports covering enrollment, graduation, relapse prevention, recidivism reduction, and employment outcomes. The solicitation provides up to $5,000,000 in one-time opioid settlement funding. Allowable uses include facility purchase or lease, renovations, startup costs, up to three months of salary, furniture, fixtures, and equipment. Proposals must address organizational experience, staffing and leadership, program design, implementation timelines, historical and projected performance data, facility readiness, budgets and actuals, and a plan for long-term financial sustainability beyond the one-time appropriation. Required attachments include staff information and applicable training curricula or certifications.
