Description
The City and County of Denver is soliciting proposals from agencies with demonstrated experience serving people who use drugs in Denver County. Selected providers will operate registered syringe access programs that distribute sterile injection and other safer drug-use equipment, collect used injection equipment, distribute naloxone, provide harm-reduction and disease-prevention education, and facilitate referrals to healthcare, behavioral health, substance-use treatment, HIV/HCV and STI screening and treatment, housing, food access, benefits, employment assistance, and other supportive services. Applicants must describe their organizational experience and capacity, staffing and training plans, service-delivery and referral models, health-equity and community-engagement strategies, data-security and program-evaluation processes, and proposed budgets. The application must address the required questions and include the budget template, a Letter of Good Standing from the Colorado Secretary of State, a W-9, a Good Neighbor Agreement, the most recent DDPHE Public Health Investigations program audit, and any relevant supporting documents. Programs must be registered and in good standing as a Denver County syringe access program as of January 1, 2026, comply with applicable laws and regulations, maintain appropriate insurance, and include staff with lived experience related to the target population.
