Description
Adams County Community Safety & Well-Being, through its Poverty Reduction Unit, is seeking a qualified nonprofit organization to operate the Up & Adams Work Crew program, a paid transitional employment program for individuals experiencing homelessness. The contractor will recruit, screen, enroll, and onboard participants; provide case management, employment coaching, job-readiness training, and community-resource referrals; and operate supervised work crews that support County facilities and public spaces. The scope includes qualified worksite supervisors, participant transportation, meals or meal assistance, safety orientation, worksite coordination, attendance and hours tracking, HMIS data entry, monthly performance reports, and an annual program summary. The initial term is one year beginning January 31, 2027, with up to four additional one-year renewal options. The approximate annual budget is $500,000, subject to funding and change. Proposals must be submitted as a single PDF through the designated electronic procurement system, with pricing submitted separately.
