The City and County of Denver, through its Department of Economic Development and Opportunity, is soliciting proposals from governmental entities, educational institutions, and not-for-profit organizations or agencies to deliver integrated small-business technical assistance, mentoring, and business or commercial-corridor promotion. Eligible activities include capital readiness, resource navigation, business planning, marketing and branding, digital commerce, procurement readiness, operational support, customer outreach, business directories, wayfinding, merchant collaboration, and promotional efforts directly connected to the technical assistance provided. Stand-alone events, general community programming, tourism promotion, and unrelated marketing are not eligible. Services must support businesses and corridors in designated Neighborhood Equity and Stabilization neighborhoods and specified census tracts serving low- and moderate-income areas. Applicants must demonstrate organizational capacity, relevant experience with HUD, CDBG, or similar federal funding, neighborhood presence and community engagement, compliance and reporting capability, and a focus on direct service delivery. Up to $1 million in Community Development Block Grant funding is anticipated, subject to required federal, state, and local approvals. The anticipated term runs from contract execution through September 30, 2028, with up to three additional one-year renewal periods.
