Description
The City and County of Denver is seeking a contractor to operate and manage three public parking garages and seven surface parking lots. Services include staffing, customer service, parking-rate and permit administration, cash and revenue management, parking enforcement and towing coordination, event parking, traffic control, marketing, reporting, security coordination, janitorial services, snow and ice removal, lighting and signage maintenance, and preventive and minor maintenance of parking equipment and systems. The contractor must support the existing SKIDATA Parking Access and Revenue Control System (PARCS), including maintenance, OEM coordination, payment processing, data sharing, PCI compliance, and potential transition to a successor platform. The proposal must demonstrate substantial comparable experience, including at least five years operating similar urban parking facilities, experience with a large multi-use garage and multiple urban facilities, and relevant PARCS, enforcement, transient, event, and monthly-parking operations. The solicitation includes a 22% Minority and Women-Owned Business Enterprise participation requirement, subject to certified participation or an approved good-faith effort.
