Description
The Colorado Department of Public Health and Environment's Water Quality Control Division is seeking a contractor to complete Colorado's 2027 Clean Watershed Needs Survey. The work includes reviewing EPA manuals and training materials; conducting outreach to wastewater, stormwater, decentralized wastewater, and non-point-source entities; surveying capital improvement needs; collecting and screening supporting documentation; entering project data into the EPA CWNS Data Entry Portal and cost-estimating tool; and responding to EPA reviews, audits, and data inquiries. Addendum 1 clarifies that the contractor will collect non-point-source responses from entities when the information is not available in existing CDPHE data, while EPA is expected to manage tribal CWNS data collection. The solicitation describes a fixed-price project with an initial period from November 1, 2026, through March 30, 2028, and up to four additional one-year renewal periods.
