Description
Wake County seeks organizations to serve as White Flag Response Partners, coordinating and operating temporary emergency shelter for people experiencing homelessness during severe weather activations. Partners may provide congregate shelter and/or non-congregate motel or apartment-style accommodations. Responsibilities include on-call staffing, registration, meals, secure storage, overnight supervision and security for congregate sites, cleanup, transportation, facility readiness and maintenance, emergency planning, and coordination with the County and community partners. Sites must meet specified facility and accessibility requirements, and partners must support Homeless Management Information System documentation and Coordinated Entry services. Responses must include the provided response form and budget workbook, a narrative summary of no more than 10 pages, a certificate of insurance, the most recent audit report, and the most recent monitoring reports. The narrative addresses organizational background, experience and capacity, effective practices, accessibility, staffing, fiscal management, and risk-related information. The contract period is one year, with annual renewals possible for up to four additional years; expenses are reimbursed based on actual costs.
