Description
Clackamas County is conducting a Request for Information to identify shelter-ready properties or sites suitable for conversion or development into a year-round, overnight shelter within the County's Urban Growth Boundary. The County is considering village-style shelters, existing congregate shelters, and existing non-congregate shelters, including limited modifications or light renovations that can be completed within six months. A suitable facility must serve at least 40 households at a time and provide sleeping space, restrooms and showers, food access, resource information, storage for personal possessions, accommodations for service animals and potentially pets, and staff oversight. Responses must describe the respondent, property ownership and zoning, site and building conditions, utilities, amenities, parking, floor plans and photographs, current property value, proposed shelter model and layout, capacity, readiness, required work, completion timeline, estimated renovation costs, organizational implementation capacity, and community or governmental engagement. Responses may not exceed 20 pages and must follow the specified page size and minimum font requirements; web links and unrequested materials are prohibited. This is an information-gathering request rather than a solicitation for bids or proposals, although the County may use the responses to develop a future funding opportunity.
