Description
Chautauqua County seeks qualified organizations to operate supervised Code Blue warming centers for people experiencing homelessness during cold-weather activations. Proposals may cover Dunkirk, Jamestown, or both locations. Each center must accommodate 10–20 participants, provide a safe and accessible facility, and operate at least from 5:30 p.m. to 7:30 a.m. on each activated night. Providers must describe staffing, safety and security, admission procedures, transportation coordination, overflow arrangements, continuity of operations, reporting, and any supportive services or housing connections offered. A budget using the State-approved format is required; the County’s stated total New York State allocation for the 2026–2027 season is $518,000, with awards contingent on approved funding. The proposal must include organizational qualifications and experience, facility and readiness information, operational plans, budget, and any collaborative partners and their responsibilities. The County provides a response checklist and required forms, including certifications and affidavits. The selected provider must be ready to accept activations by October 15, 2026, unless DMHSS establishes another date. The agreement is for one year, beginning October 15, 2026.
