Description
The Town of Wendell, together with the Towns of Knightdale and Zebulon and Wake County, is soliciting proposals for a turnkey provider to replace the existing SmartRide Northeast service with an on-demand microtransit program serving Wendell, Knightdale, Zebulon, and unincorporated eastern Wake County. The selected provider must design the operating strategy, implement and fully operate the service, and provide all required labor, vehicles, vehicle leasing or acquisition, maintenance, cleaning, fueling or charging, insurance, technology, and administrative capacity. Operations must begin July 1, 2027, with a base case of approximately 23,000 annual rides and 11,000 annual operating hours; an alternative case may include expanded service, with an annual budget not exceeding $1.3 million. The service must support dynamically routed shared rides, a rider-facing mobile application and webpage, multilingual telephone dispatch, fare-payment capability, wheelchair-accessible vehicles, customer support, marketing and branding, and comprehensive real-time and periodic performance reporting. Proposals must address the service area, operating hours, vehicles and facilities, staffing and training, accessibility, regulatory compliance, data ownership and dashboards, coordination with partner communities, and transition from the existing service. Responses must include a narrative proposal, references for at least three similar microtransit contracts performed within the past five years, and the completed Excel cost proposal.
