Description
Contra Costa County's Department of Conservation and Development and Health, Housing, and Homeless Services are soliciting applications for projects that prevent or end homelessness and support housing stability. Eligible activities include case management and service navigation, basic-needs assistance, emergency shelter and warming-center operations, rental or utility assistance, supportive services, landlord engagement, system infrastructure, and homelessness-prevention legal assistance. Funding sources include the Measure X Housing Fund, Homeless Housing, Assistance and Prevention funding, Encampment Resolution Funding, and Probation Department funding, with eligibility and allowable activities varying by source. Applicants may submit Existing, Measure X Expansion, or New Project applications. Applications must include the applicable online application, a County-provided project budget with budget narrative and summary table, and any financial statements or supporting documentation specifically requested in the application. Programs generally must participate in HMIS and Coordinated Entry, follow applicable Continuum of Care program models and performance standards, and provide quarterly reporting; prevention-related legal services are exempt from the HMIS and Coordinated Entry requirements. The estimated Measure X funding is approximately $4,068,983, including approximately $1,000,000 for housing-related legal services, and the Probation Department funding is approximately $1,350,000.
