Description
The New York City Department of Social Services/Human Resources Administration is seeking qualified 501(c)(3) nonprofit organizations to operate and maintain emergency domestic violence shelters. Each proposed facility must provide at least 20 and no more than 200 beds, with separate proposals required for each facility. The anticipated procurement may result in approximately 30 contracts and up to 1,570 beds, subject to agency and regulatory approval. Required services include 24/7 admissions and shelter operations; resident assessments; crisis intervention; counseling and trauma-focused services; advocacy; children's services; housing and employment assistance; referrals; transportation; emergency food and first aid; security; cleaning; maintenance; accessibility accommodations; language access; staffing and training; recordkeeping; and confidentiality protections. Proposers must demonstrate relevant domestic violence shelter and support-services experience, submit a budget based on anticipated per-diem rates, provide site-control documentation and a valid or obtainable New York State Office of Children and Family Services operating certificate, and submit the required proposal documents through the PASSPort system. The anticipated initial term is five years with one four-year renewal option.
