Description
The City of Raleigh Transportation Department is seeking professional engineering and architectural consulting services for preliminary 30% design and National Environmental Policy Act (NEPA) studies for the Wake Transit Plan’s Midtown and Capital Bus Rapid Transit corridors. The scope includes transitways and roadway modifications, stations and accessibility improvements, safety and security systems, fare collection, intelligent transportation systems, traffic engineering, public outreach, agency coordination, cost estimating, ridership modeling, project management, and BRT operations planning. The consultant must complete the environmental review for both corridors, potentially ranging from a Documented Categorical Exclusion to an Environmental Impact Statement, and prepare a delivery plan addressing possible continuation through 100% final design or an alternative construction delivery method. Proposals must provide separate corridor teams or clearly demonstrate capacity to support both corridors, include required federal and state documentation, and provide current System for Award Management information. The solicitation is qualifications-based; hourly rates are submitted separately and price is not a selection factor.
